Joyce O. Sloss  /  Managing Partner

Joyce O. Sloss is the Managing Partner at SCA Strategic, a public/private strategic consulting firm that works with government agencies to stimulate economic development and create local jobs, and with corporations to win public contracts. The company’s industry expertise includes airports, construction, concessions, transportation authorities and municipalities, with services primarily focused on consulting, business inclusion, business development and workforce development.

Ms. Sloss has more than 27 years of government and airport experience with the City of Los Angeles. As the director of the Business and Job Resources Center for Los Angeles World Airports (LAWA), she ran the division as a central, one-stop resource and clearinghouse for LAWA contracts, employment opportunities, and student on-the-job training and work experience. She focused on developing and implementing policies and innovative new programs that connect emerging businesses with contracts and community residents with jobs, while also helping LAWA divisions, tenants, and prime contractors meet their strategic objectives in regards to the modernization of LAX.

Prior to working at LAWA, Ms. Sloss rose through the ranks to become a chief administrative analyst with the Office of the City Administrative Officer (CAO), LA City’s budget office. During her time there, she created the framework for the creation of the Department of Neighborhood Empowerment, handled the development of the $213.9 million Central Library renovation and expansion project, and the creation of Los Angeles Opportunities for Procurement Services (LA OPS). She also served as the liaison to the Los Angeles Community Development Bank and the Mayor’s Office, and was a member of the Public Participation Task Force on Economic Development Consolidation.

Ms. Sloss’s guiding principal is to work collaboratively with all to establish winning solutions to difficult and sometimes seemingly intractable issues.

For her work in the community, she has been honored by the Greater Los Angeles African American Chamber of Commerce as the Small Business Advocate of the Year, and she was selected as an “Interesting Personality” in the 2nd Annual Edition of Who’s Who in Black Los Angeles. The YWCA has also recognized Ms. Sloss for her “outstanding contribution to professionalism, women’s issues and public service,” and she has been given a Certificate of Commendation from the Board of Library Commissioners for her budget efforts on the Central Library renovation project.

Ms. Sloss has a B.S. in education from St. John's University. She lives in South Pasadena with her husband, Michael, and daughter, Anneliese.

Michael Corrin  /  Partner

Michael Corrin is a Partner at SCA Strategic, a public/private strategic consulting firm that works with government agencies to stimulate economic development and create local jobs, and with corporations to win public contracts. The company’s industry expertise includes airports, construction, concessions, transportation authorities and municipalities, with services primarily focused on consulting, business inclusion, business development and workforce development.

Mr. Corrin has 30 years of government and airport experience. He served as the Director of the Business and Job Resources Center at Los Angeles World Airports (LAWA), where he was responsible for the development, facilitation and management of business assistance and economic development outreach efforts as well as LAWA’s Bond Assistance Program, First Source Hiring and Employment outreach programs.

With his primary area of expertise in municipal finance and governmental efficiency, Mr. Corrin began his career with the City of Los Angeles as a budget analyst in the Office of the City Administrative Officer (CAO), where he assisted in the preparation of the City’s annual budget for the Mayor and City Council. As a senior budget analyst in the CAO, Mr. Corrin assisted in the structuring of over $1 billion in bond financings to fund capital projects for the City of Los Angeles, and facilitated the structuring of financing teams that consisted of law firms and financial investment firms that reflected the diversity of the city.

Mr. Corrin served on the Mayor’s Business Advisory Board for the LA Mayor’s Office of Economic Development; for the Minority Business Development Centers (LA MBOC) he served as a strategic partner and was a member of the business advisory board as well as on the corporate advisory boards of many business organizations and local chambers of commerce. Additionally, he has served on the national board of directors of the Airport Minority Advisory Council (AMAC) since 2004, and as Chair of the Governmental Efficiency Committee, Director-at-Large, Western Regional Director, Annual Business Diversity Conference Chair in 2005; and, was elected and as Second Vice-Chair from 2011 – 2013.

For his numerous accomplishments, Mr. Corrin and his staff were awarded the 2002 Career Service Award, given annually to city employees for outstanding City service for their contribution to displaced workers and impacted local businesses in the aftermath of September 11. In 2006, Mr. Corrin was honored as the Minority Business Advocate of the Year by the University of Southern California Business Expansion Network and by the Los Angeles Metro Minority Business Enterprise Center. He was also recognized in the inaugural edition of “Who’s Who in Black Los Angeles” and has received many other awards and government proclamations.

Mr. Corrin holds a B.A. in social ecology from the University of California, Irvine, and a duel master’s degree in public/judicial administration from the University of Southern California.  He lives in Los Angeles with his three children, Kennedy, Courtney and Michael.
